Does a daylight or lookout basement count as square footage?

No. A daylight (or lookout) basement has windows that sit above ground because the foundation is raised or the lot slopes, but the floor and part of the walls are still below grade. Under ANSI Z765 it is below-grade finished area, like any other basement. It is valued a step above a windowless basement, not as living area.
Daylight vs. lookout vs. walkout
- Lookout: windows above grade on one or more sides, no exterior door at floor level.
- Daylight: larger windows, often a full wall of glass on the low side; sometimes a door.
- Walkout: a door at floor level to the outside on the low side. A walkout basement is the strongest version of the same case.
All three fail ANSI's all-sides rule the same way. The names describe light and access, not grade.
