Do egress windows make a basement count as square footage?

No. An egress window makes a basement room a legal bedroom under the building code; it does not make the basement above grade under ANSI Z765. The grade test is about where the ground sits against the walls, and a window well is an exception to the grade, not a change to it. The room stays below-grade finished area.
What egress windows do change
- Whether a basement room can be counted and marketed as a bedroom.
- The value an appraiser gives the below-grade area, since a legal bedroom is worth more than a bonus room.
- Safety and insurance posture.
None of that touches the square footage line. That is why a basement bedroom can be perfectly legal and still sit below grade, and why egress is not on the list of things that make a basement count.
