How do you make a basement count as square footage?

You cannot turn a basement into gross living area by finishing it, adding windows, or adding a walkout; under ANSI Z765 the level stays below grade as long as any part of it is below ground. What you can do is make it finished below-grade area, which appraisers value separately and buyers pay for.
What actually adds value
- Finish it fully: drywall, finished floor, finished ceiling, heat. Partial finishes get partial credit.
- Add a full bathroom. Basement baths are one of the largest below-grade adjustments.
- Meet code for any bedroom with an egress window; a legal bedroom below grade is worth more than a "bonus room" but still does not count as GLA.
- Get the permits. Unpermitted finished basements get discounted or ignored by lenders.
- Keep it dry. Moisture is the first thing an appraiser looks for down there.
The one real exception
If a lower level sits entirely above ground on every side (some hillside and split-level homes), it is not below grade at all under ANSI's all-sides rule and counts as GLA. That is a fact about the site, not something a remodel can create.
