How the appraiser splits it
The appraiser walks the basement and measures the rooms that are finished on all three surfaces and heated like the rest of the house: a family room, a bedroom with an egress window, a finished bath. Those go on the finished line. The mechanical room, the storage area with open joists, and the laundry corner on bare concrete go on the unfinished side. The total of the two is the basement area, and none of it joins the GLA, as explained in does a basement count as square footage.
What does not make a room finished
- A painted or epoxy concrete floor with no finished walls.
- A drop ceiling over an otherwise bare room.
- Drywall on the walls with open joists overhead.
- Carpet laid on concrete between block walls.
Each of these is an improvement, and an appraiser may note it, but the room stays on the unfinished line until all three surfaces are done. Once it is, it is treated like any finished basement area.

The partially finished basement does not count. The appraisal GLA stays at 1,800 square feet. A listing that adds it in would show 2,600, which overstates the house by 44%.
