Does a breezeway count as square footage?

Only if it is enclosed and finished. A breezeway that is walled in, heated, and finished to the house standard counts as gross living area under ANSI Z765 like any hallway. An open or screened breezeway does not count, and, importantly, it does not create a finished connection: a finished room on the far side of an open breezeway is still a separate structure.
Why the breezeway decides more than its own area
ANSI's finished-connection rule needs finished space all the way from the house to the room. An enclosed breezeway can turn a garage apartment or guest suite into part of the house; an open one leaves it reported separately.
